CONSULTANCY ON FACILITATION AND DEVELOPMENT OF KAMUZU COLLEGE OF NURSING 10-YEAR STRATEGIC PLAN

1. INTRODUCTION AND BACKGROUND
Kamuzu College of Nursing (KCN) has its origins in the National School of Nursing which was established in 1965. The School was upgraded to a constituent College of the University of Malawi in 1979. The college has its main campus in Lilongwe and a satellite campus in Blantyre. Administratively, the main campus is headed by the Principal, while the satellite campus is headed by the Vice Principal. Academically, the Dean of Faculty is responsible for all academic issues while the Dean of Students looks after students’ academic interests and personal welfare. The Registrar is responsible for all overall college administrative and academic matters including staff welfare.
As a constituent college of the University of Malawi, KCN subscribes to the mandate of the University which is to contribute towards sustainable and equitable social, economic and technological development envisaged in both the Malawi Growth and Development Strategy (MGDS) and National Education Sector Plan (NESP) This contribution focuses on the provision of quality graduates in sufficient numbers and relevant to national human resource needs, disseminating results of UNIMA’s effort in research, and playing an influential role in developing evidence-based public policy through extension and public/community engagement services The University aspires to become a centre of excellence in higher education for sustainable development of Malawi and the region Pursuant to this aspiration/vision, KCN has been implementing five-year strategic plans (SP) and the current SP expires in June, 2017
2. OBJECTIVES FOR DEVELOPING THE 10 YEAR STRATEGIC PLAN
The specific objectives for developing the 10-year SP are to i. Reposition Kamuzu College of Nursing to enhance its capacity in fulfilling its responsibility under global, regional and national policies and priorities; ii. Improve quality and relevance of KCN programmes consistent with NESP and MOH goals; and iii Enhance efficiency and effectiveness of the University’s operations to facilitate sustainable growth and attainment of holistic (institutional, professional and financial) self-sustainability.
3. PURPOSE OF THE CONSULTANCY
The primary purpose of the consultancy is to facilitate and develop the 2017-27 SP for KCN based on the lessons learned from 2012-17 SP and consistent with the objectives outlined above.
4. SCOPE AND FOCUS OF THE ASSIGNMENT
The scope and focus of the assignment is to provide technical assistance and facilitation services to develop a robust KCN 2017-27 Strategic Plan. The Consultant will undertake a desk study to review relevant documents, the current KCN and UNIMA SPs and how these have fared so far, MGDS II, NESP and other key global, regional and national policies; SPs of key partner agencies, donor organisations and related domestic and international reports, and regional and international Higher Education Institutions (HEls), and Acts of Parliament. The consultant will conduct a thorough but streamlined assessment of KCN’s strengths and weaknesses as well as opportunities and threats with a view to identifying appropriate strategic intent and options for the 2017-2027 period.
- 5. KEY OUTPUTS FROM THE CONSULTANCY
The outputs expected from this consultancy are as follows:
- Review the vision and mission based on KCN’S mandate;
- Undertake stakeholder mapping and analysis,
- Undertake a situation analysis of KCN’s operations to date;
- Through a consultative process and application of an appropriate tool of analysis, identify focus areas and develop strategic objectives and key result areas for the same,
- Review the institutional capacity, organizational set-up, financial and administrative systems against the KCN’s mandate and the identified strategic objectives and key result areas; and make recommendations, if any;
- Propose a strategy for achieving the strategic objectives and key results;
- Develop a Results and Resources Framework for the plan period,
- Hold stakeholder meeting to validate the draft Strategic Plan;
- Finalize Strategic plan and submit to KCN.
It is expected that the timeframe for the execution of this engagement will not exceed 30 man-days
7. CONSULTING ENTITY
The firms that are expected to bid for this Consultancy are only those that have wide knowledge, skills and international exposure on managing HEIs and non-academic organisations. Hence, those firms that can demonstrate that they have acumen in governance and management of HEIs can apply for the consultancy.
8.1 Kamuzu College of Nursing now invites sealed proposals from eligible bidders for facilitation and development of Kamuzu College of Nursing 10-year strategic plan
8.2 To qualify for award of the Contract, bidders shall meet the minimum qualifying criteria as set out in the Bidding Document.
8.2.1 Technical The Technical Proposal should include the following information
i. Brief discussion of the consultant’s experience and client references relating to assignments of a similar nature;
ii. Consultant’s understanding of the engagement and the manner the entity would respond to the TOR, including the Timeframe,
iii. Detailed description of the methodology that will be deployed; and Clear delineation of roles of the proposed individuals involved in the assignment.
8.2.2 Financial The financial proposal must contain an itemized budget in local currency and must be submitted together with the technical proposal but in separate sealed envelopes.
8.3 Interested eligible bidders may obtain the Bidding Documents from the Reception at the address given below during working hours upon payment of a non-refundable fee of K5, 000.00. The payment shall be made to KCN Main Account, National Bank of Malawi, Account number: 321068, Lilongwe Branch, Current Account. The deposit slip will be used to collect the bidding document by the interested bidder. No liability will be accepted for loss or late delivery
8.4 The technical proposal and the financial proposal should be put separate envelopes and must be delivered in the tender box (situated at the reception) to the address below before 14:30 hours on 31st January, 2017 Electronic bidding shah not be permitted
8.5 All bids must be accompanied by a bid securing declaration Late bid shall be rejected
8.6 Financial proposals will be opened in the presence of the bidders’ representatives who choose to attend at the address below at 14:30 hours on 10th February 2017 as stipulated in the respective bid documents.
