Background
Save the Children International (SCI) is the world’s leading independent organization for children, which works in over 120 countries around the world. Our Vision is to have a world in which every child attains the right to survival, protection, development and participation. Our mission is to inspire breakthroughs in the way the world treats children, and to achieve immediate and lasting change in their lives.

With financial support from Irish Aid through UNICEF, Save the Children has been implementing an 18 months pilot project, from September 2015 to February 2017 aimed at strengthening linkages of the 8489 SCTP beneficiaries across Balaka as a way of enhancing their resilience to social and economic shocks. The project has addressed priority needs of SCTP households and has helped to improve the Socio-economic wellbeing of SCTP households through access to financial services, health services and social inclusion to a number of community development initiatives that were known to discriminate against them. To attain these results the project focused on two key areas: increasing knowledge of the SCTP beneficiaries in Balaka about and access to informal financial services through effective linkages to village savings and loan (VSLs) groups and improving their knowledge, awareness and access to health financing. For the health component the project tested the integration of a health financing model within established VSL groups using social fund and effectively linking pregnant and lactating mothers to Maternal and Neonatal Health services available in Balaka.

Save the Children invites Expressions of Interest from eligible and qualified individuals with required technical competencies to carry out end of project evaluation. The lead consultant is expected to have proven track record and solid knowledge and understanding of humanitarian programs. S/he should have extensive and proven international experience in designing and conducting independent evaluations, desk reviews and/or research of humanitarian programs with good communication, analytical and drafting skills.

Expressions of Interest clearly marked “Expression of Interest to Conduct Project Endline Evaluation for UNICEF STCP Project” should be submitted to the address below by Friday January 13, 2017 at 13.00 hours.

The Expression of Interest should include at least a minimum:
